Anyway. I don't think any long-termer here isn't aware that refining metallurgy for REE's is tricky chemistry and custom flowpaths are required for different ores, unlike for most metals we refine.
Check page 132 of this book (link below) for the metallurgical flowpath at Mountain Pass (similar mineralogy to Ngualla). So, Ngualla is not pioneering anything if it goes with current technology, but they will need to rely on high-end expertise and obtain significant capex to develop refining capacity.
You can see from Mountain Pass's flowpath that Legs' argument that the LREE's are an obstacle to the whole REE refining process is pretty much fiction, and ignores the fact the the LREE's are free-carried to nearly the end of the refining process and have a residual market value once they are isolated.
