OMG, if what you say is correct that the kiln could not be closed down without risking damage, I would think the likelihood of them heating it up without the TOL is zero. It would be gross negligence on the part of the board and management to heat the kiln in such circumstances, particularly knowing the way the Malaysian authorities regularly have changes of heart (even if NC got the nudge nudge wink wink, coz Im sure he's had that before too).
