As far as I remember, the whole issue was a request for a judicial review of the decision to grant the TOL. Naturally, the appeal is on that issue. An injunction will be considered by court only if the appeal succeeds. I don't see much of a chance for the appeal to be granted. But even if it is granted, no court will issue an injunction if irreversible damages are not proven. I do not see any chance of them proving irreversible damages by experts on their side. If there is no injunction there is no stopping of Lynas in any way. A judicial review could take forever. Conclusion, no real effect on the TOL.
Another point, the TOL can be issued independent of the court procedures because is was already approved. Only reversal of the TOL approval by a juducial review can stop the TOL. IMO very slim chance and could happen only after years of review.
