Let me say firstly that I'd love to think you are correct.
But, does it cost anything to request a production license? Does it cost anything to not accept it if granted?
IIRC it was suggested that the request for a production license could have been lodged early simple to avoid later delays. If it was free to lodge and no penalty for not accepting it, that would make an amount of sense.
