"fulfillment" is LYC's responsibility and obligation and it is a purely scientific and technical issue;
but whether the authorities have be "satisfied" to LYC's "fulfillment" that can be purely scientific and technical topics but can also be as political considerations, if the Government want to delay TOL's issiued, they very easy to find some excuses.
