The REE extraction and refining industry needs to establish itself as a reliable supplier to the western world so that manufacturers aren't concerned with substitute technologies. They are not exactly off to a flying start.
There are some mainstream applications for which there are currently no obvious alternatives - such as high power magnets with either Nyodymium or Samarium. However as people have pointed out, manufacturers such as Tesla and Toyota have developed substitute technology that doesn't need high powered magnets. Take Nyodymium out of the equation and LREE deposits don't look so attractive.
