(IMHO) I disagree 100% ,if Arafura raises $1.5 Bill to build a plant valued at $1.5 Bill then there is zero dilution .Your assets have increased by $1.5 Bill due to your ownership of the Plant and liabilities as capital raised has increased by $1.5 Bill . The Debits equal the credits, basic accounting principal. It's just the same as you going to the bank to borrow $1.0mill for your house, yes you owe the bank $1 mill but you have a house valued at $1 mill. You haven't lost the mill ,you've just invested it in your house. Just the same as Arafura and any other company have been doing since the beginning of time.
