I talked to my NY broker the other night. Now, I might have got this wrong, due to different time zones I was in a noisy restaurant at the time.... But I believe he said, that while he didn't know about other countries, but that if it was a US stock, all the substantial shareholder had to do is contact the SEC, and no one else.
