I can still recall the meeting I and about 6 others attended where it was pointedly asked "that there would be no more CR" and the director couldn't look the SH in the eye said "no they did not envisage anymore and had enough to cover their needs". I now believe that we were lied too on that occassion.

Since then there had been good news and need to find funding to support there medium and longterm requirements. Slipping this retention of the 15% is a somewhat sly way of doing things. They have producing assets and if they have offices in US they will have the capacity to debt fund at extremely good interest rates the projects into the future.
