If the States didnt borrow, you/we wouldnt have new and/or repaired roads, hospitals, schools, ports, rail, power generation, etc to meet population growth and feed further economic growth.

Try getting your widgets from Point A to Point B if Mr Government doesnt spend money on new infrastructure or at the very least upkeep existing infrastructure.
