You miss the point my negative friend..
Even if we have the licence issued we could not produce with a half built plant. OK?
Now we can produce as the plant is ready to go and with the issuing of the licence we can leverage that capability.
So its not a dream and you have in no way destroyed it.
And the licence? Within days I reckon.
