2% can mean anything from 1 day to 2 months depending on that particular 2%... also, delay does not automatically mean freezing or lowering of the completion %.
Take, for example, a company that has a kiln ready to go, but sitting idle for so long that the insulation has issues develop.... that 2% has now moved higher, not lower, until this new problem is fixed and the Kiln started.
Not saying that was the case here, but it does happen.
