Yes funds would normally be appropriated and what one typically would try to do is jv it with other explorers etc to further decrease the cost.
However from the time one decides to appropriate money for drilling vs securing a rig at a reasonable cost, these are 2 very different things. The rig operators charge what they can get away with and if there is a sudden demand for rigs etc than they will charge you accordingly.
I personally would not read to much into it. I have once tried to book a drill rig (land use) it can be a absolute hassle, it took well over 3 months from the original date and even then there were hassles.
I just don't think most equity investors really understand some of the things that can happen. In the financial world models and assumptions rule, but the reality is very different in the real world
