She is asking the miners to lobby the States to effectively hand over control of the Education system to a federal government which has a track record of biblical incompetence when it comes to running programmes.
Good luck Julia. WA currently funds 90% of public education without the 'help' from Canberra and unlike the Federal Government actually has some experience in running schools.
What Julia should do is write a cheque and hand it to the States if she really believes in improving education ... but I suspect that yet again we are looking at 'wealth-redistribution' cloaked as 'reform'.
