The announcement was phase 1 of lamp complete.
The 2 new PSC conditions were not in the final plans for Phase 1 of the lamp. they are additional works.
The Tol will be issued when all conditions have been met by the AELB. They need to sign off on the proposal LYC has put forward on the sprinkler system. When and only when the proposed sprinkler design is approved will construction start.
