issuing of TOL was a surprise
what do they mean ?
Like, 'out of the blue' surprise ?
Like 'TOL where did that come from' surprise ?
How pathetic. What do they think everyone has been sitting around for months waiting for? What do they think the company has been patiently working towards? What, did they think the company could operate without it?

It's like the old saying every error can be referred to as "an experience"
This is purely an error and an 'experience' thousands will remember.
Saying it was a surprise makes them look worse then their sell recommendation does.
