Travels, Lynas had their transport path approved by AELB as part of the RIA as far as I am aware. Thus such a major thing like switching ports I'd think it would have to be approved as an adjustment to the RIA.
None the less, it would be quite amusing if Lynas have got this sort of approval through behind the scenes for the first shipment and sending dummy containers the long term route though, hehe :).
