I think that this cap raising (if tender is good news) will certainly be offered to holders on a pro rata basis first - I think mgmt have received the message loud and clear how much everyone is under water. whether s/holders are willing to put futher funds on the line or not is another matter. guess it depends on the tender and what comes with it...100 in Dubai/Singapore/NZ is different from 1,000 in China!
para....I don't know why IXP is not being spec'd more either...it's not only probably the best solution but quite possibly the cheapest!
