The key word in the original post is the word 'net' - as in "net shorts".

There is a lot of short covering going on at the same time as new shorts are sold down. Sometimes it's even the same institution doing both - they cover shorts that they sold at a higher price, and sell new shorts at the current price.

The interesting number will be the next couple of weeks' numbers - see how their nerve is holding up. As has been posted before, there will be lot of short covering going on via the dark pools, off market. The net shorts over the next couple of weeks would be likely to show that.
