it's reasonable to assume excessive alcohol contributes more to a violent environment than caffeine
how do you suggest pubs/clubs become somewhat accountable for serving alcohol to people who are already completely tanked? or don't you think that is an issue at all?
of course the offender should be hit with the full weight of the law, but if you read my original post, it was when the offender couldn't be identified
