Regardless of how one interprets JCs comments, the bottom line is there is only 20m ounces of silver in the Comex vaults. Not enough to support the paper they're trading.

Second, to answer your question about the Comex run, if you read my post I said that it may or may not happen and if it doesn't it's no big deal, the physical market will just disconnect. I'm not relying on a run on the comex to take place in order to make money here. It's not required.

But, if a Comex run were to take place, it would not be a movement carried out by average Jo's as you put it. It'd be a wealthy individual or organization that wants the metal and due to the impending squeeze on metal availability will resort to buying paper and requesting delivery. This is my opinion only, of how things will pan out.
