It seems the lack of scientific and regulatory knowledge at the time has been identified by the ombudsman as a concerning factor.

On this basis it is not inconceivable that someone in DERM mistook a "trigger value" set at a drinking water standard as constituting contamination, when in reality such levels may be 2-3 orders of magnitude greater.
