The observation was about defending of a surveillance aka Big Brother society. I would also consider anyone calling for the compulsory chipping of people(one step away from our current level of surveillance) to be trolling ie. looking for an emotional response, a wind up, whatever. Trolling is hardly an outrageous accusation, we would be unlikely to have interesting discussions here without a bit of it around(though not too much).

As governments worldwide seem to be getting more remote from the governed there is even less need on their part to provide any transparency.
