The govt will know.
When a production license is lodged, which CTP did sometime ago, several things are required to be submitted. This include a statement that the field is commercial, development plans, etc, etc.
You need to ask, why is RC holding back on the info? IMO, it is easy to certify a 5mmboe oil field, but at 100mmboe you need a lot more certainty. Hence 3D, extended EPT, etc.
