I disagree with your premise

Firstly it is the Fed which is doing QE3 not Obama. It involves printing money and lending it out. Provided it can be reclaimed when the need no longer exists it does not increase US long term debt.

That is why Obama is hamstrung and the fiscal cliff looms,
