    99Plonko,
If you went ahead and "knocked the top off" a quartz outcrop without the permits, heritage studies, native title, flora, fauna, subterraneous fauna etc. etc., someone will end up in deep doo doo and future permits will be extremely hard. You can't do this on a mining permit. Joe prospector might get away with it but a listed company - no way.
Also, if in 40 years you haven't seen much in the way of gold behind liners, you weren't looking. It is usually in the form of black sludge and is measured in % gold, not grams. Those that know what they are looking for will find it and possibly, this went "walkies" on your watch. The fitters in Kambalda used to argue about who would do pump relines because of the gold in there and that was in the old nickel plant, before St. Ives. At St. Ives, we had armed guards on duty for relines - fact.
ABU have a great resource, and they should exploit it properly
