I think Lynas would have been given the benefit of the doubt considering the scientific evidence and approvals given by IAEA and AELB.
I think the costs of delays to Lynas by being penalized with a suspension gives further weight to letting them operate.
Remember the whole point of the TEMPORARY OPERATING LICENSE is to give Lynas the opportunity to prove the LAMP is safe and can commercialize all the waste.
