1. Get a lease real cheap with a fashionable but unusable resource.
2. Spruik the hell out of it telling the world that it is "world class".
3. Raise a whole pile of money with the justification that you need to develop, this unusable resource.
4. Blame the government, or the Aboriginies when you can't spend the money developing the unusable resource.
5. Spend the money you have raised on yourselves or anything that would make you richer. If shareholders are lucky that might mean a real Lease.
