I would support your proposal of cap raising with staggered options. As you say provides enough capital to expand for 12-18months and if they do a half decent job then option tranches will be exercised.
Benefits - no loss of control, dilution not an issue if people take up there options, company gets expansion funding.
The only thing not to like is the BOD couldn't come up with something similar off their own bat. Doesn't say much for the BOD.
