By 35% rigged up, I think this means that 35% of the rig has been transported to the site and assembled. Like a WIP report.
Some of the big land rigs can be 100+ truckloads so suggest they use trucking and other measures as a basis for % rigged up. Civil engineering such as well pad and pits would be done prior to the rig being transported to the site.
