re: Ann: Second Tranche of Share Placement to... It may mean a bit more than just that. Because the shares have now been effectively issued and that is different from a promise to issue them subject to regulatory approval.
The money is really now on the table with the promise of more to come. The problem is that they may think that it is not yet good enough.
