    Mud is correct. Every company I've invested in that has issued shares under the 15% rule has had a resolution in the following AGM to reset the limit. ie. to 15% (allowed under corps law).

    nothing abnormal there. it's normal practice and pro-active, so that they can issue up to 15% to any potential investor without again gaining shareholder approval.
