I think you will find that the $7.5 Mill is quoted as cash surplus. This is separate from working capital that I believe is about $11Mill so net cash on BS is about 18.5 which is about what you would expect. The way it was reported in the CEO address is quite confusing and probably should be clarified to clean up the confusion.
