A Black Swan event would be something like a nuclear war, you wouldn't call political shifts, or changes in fiscal policy "black swans".
The short term concern over the US election is the "fiscal cliff". Where a tight election could cause a delayed outcome for an out right winner, and then put pressure on a then "mixed" congress to come up with a favorable outcome.
