Socrates TOL has already been issued by the relevant authorities, the decidion has already been made. Najib fully supports Lynas' FDI in Malaysia. The Malaysians know this, it is public information.
There is no reason why the GOV of Malaysia will hold back Lynas for political mileage IMO, unless of cause they think it will kill.
