A permit application doesn't need a suspension, merely a an announcement on market.

@ Buc if BLR could do what PEN has just done and get a 70 million bond we would be in a lot healthier state so don't scoff at that milestone, also it was done on market. I fear this may not be good IMHO

But time will tell I got in recently so haven't shared the pain of many here.
