The bottom of the cost curve is where you want to be. Aiming to be the next best thing by being better then the worst (and China does have have some very low cost mines on a CFR basis) isn't quite up there.
But given you like Matt - persist in branding Hanlong interchangeably with China inc - discussions about the actual commercial standing of the resource aren't going to even get to first base (I know you like sporting analogies)
