Passive, they're building it. They can bring in more Chinese workers if the Africans don't want to do it. And bribe the officials for all the permits. Too easy.
hawkers, the govt is doing the exact opposite atm, with the carbon tax and mrrt. They can't afford to subsidise miners to compete with African wage rates.
Our national interests would be much better served by encouraging manufacturing. But that is not politically acceptable to either party.
