groundzero, What you say is true. But hard to really dismiss his comments as just being due to a gutful of alcohol (which it might well have been). The guy should have a bit more common sense than that.
You want a guy like this in a position of responsbility using drink as an excuse for everything else he does wrong or foolish?
As I said, whether is is taken as racist comments has much to do with how those who heard it, or heard of it choose to interpret it.
I find it very hard to dismiss what I interpret as a rather repugnant racial undertone to his statement, but you may be quite accepting of what he said and see nothing except for a badly executed attempt at a very poor joke that was in very bad taste, and badly delivered at the worng time, in the wrong way, to the wrong crowd after one too many drinks on possibly an empty stomach or maybe with a cold medication. Lots of excuses he could find for his actions and statements.
That might be your interpretation, and if the statement had a very different content, I might possibly agree with you, but sorry, I dont.
