As far as I can see there is NO duty of care in these sorts of cases.
And whether you agree or otherwise...it seems quite plausible and true that the reason there is SUCH a long time taken suggests that the people with whom he/she came here with made life most difficut for the investigative process.
I know you want to believe this is a govt conspiracy to detain people for ever
...I chose to believe the Dept is having great difficuty establishing their biona fides.
Any way miles the claimn is as I understand as as based on media that :
