Yes IMHO that reads - funds required well in excess of addition to the foreseeable Company's "administrative costs" component - thus setup and infrastructural. Which would indicate upcoming contractual fulfilment so was not seen as a great concern given the upside potential. These radical SP movements on low volumes are typical of any trading hiatus IMO.
