An impassioned plea does not amount to either a declaration of emergency, or the proclaiming of a disaster, so as to permit the Feds to get properly involved.
What you are suggesting is that Bush is at fault because Louisanna did not get its request right (either as to timing, process or effect).
The only declaration of emergency through to Tuesday (our time) was that proclaimed by the Mayor of New Orleans, not by the Governor.
The Mayor's proclamation permitted the mobilisation of State forces, but did not permit the mobilisation of Federal forces.
I suggest that you take a look at Snuff's comments. State Rights are the biggest, most divisive issue in the States today (just as they are in Australia).
Do not, therefore, confuse the Fed's inaction with the State's local incompetence. There is culpability on all sides, but it also began with (and was long delayed by) the State, not by the Feds.
