Ravi, I think you are mistaken. The Feds are due to release guidelines for fraccing soon and the State govt is sitting on it'd hands waiting for the fed recommendations.
The Feds however have no jurisdiction and it is up to the states to adopt or ignore their findings. nsw and qld couldn't give a rats about Julia's enquiry and are happily fraccing to their hearts content. It is only mr Ryan, under political pressure that has called a moratorium.
