Nothing is fishy - the buyer is smart - he notices 15 buyers at 0.006 and realises he can jump the queue and get it for 0.006 because there is a seller willing to offload at 0.006. All the buyer needs to do is put a buy in below the amount of shares being sold at 0.006 and put his buy price at 0.007 and because the seller is selling more shares - the shares are sold to the buyer for 0.006 rather than 0.007.
Whereas if the seller was selling 100000 at 0.006 and the buyer was buying 150000 at 0.007 - the seller would be paid 0.007 for his share rather than the 0.006 he asked for.
It is a way of jumping the queue - only possible during the 16:00-16:10 time-frame.
