The company looks at the bigger picture in the long run not the short term view which you see it as. It is firmly believed production will increase substantially in the medium to long term, not necessarily the short term. Companies take time to grow and the board has set up the stepping stones to achieve this. I am sure many of us are happy to accept a small decline in production in favor for a comprehensive plan to increase value of the business
