chuck, Sorry, I was a bit busy. I thought you might have some trouble with google, not unexpected. The more you use it, the more useful you are likely to find it. Dont give up.
There are a number of links that google turns up to the article, most obviously the link to article in The Atlantic www.theatlantic.com/issues/2003/06/fallows.htm
However you need a subscription to access the full article, I might have read it in the print media, not sure.
With google, it is often useful to look further than the first link. One that I noticed is the following: http://www.keepmedia.com/pubs/TheAtlantic/2003/06/01/377209?extID=10026 That allows you to read the full article with a 30 day free subscription. You might find that a useful option for you.
There are a number of other links to the article, but I will leave that to you to investigate for yourself.
