If management stopped the buyback, then it could signal to the market that it thinks the shares are overpriced. The price falls and they buy. That is very close to manipulation. CSL has said publically what the rules are for the buyback. If they deviate from those, it raises a whole lot of questions by investors.
So although I would agree that the price is high, CSL need to continue to do what they said they would do. That is what "playing by the rules" mean.
