If you look at page 99 of the 2012 annual report, you will see there were 2383 holders:
So if each one subscribed we would have 2383 x $15,000 = $37M
But 1731 own less than 5000 shares so the chances of them buying a further 5000 are quite small.
I reckon everyone who asks for $15,000 (or less) worth will get filled - no problem.

Of course, Regent has already said they can't buy any more shares - so make that 2382 possible holders :-))
