The PDF is a stipulation that ANY govt would have, given the nature of the industry.

Originally it was thought that the PDF would be located in Malaysia and proposed sites were being considered at the time within Malaysia.

Following the Anti-Lynas circus and public emotions in light of ARE, then this became an issue and the Malay Govt (also in consultation with the IAEA) decided that the PDF was NOT to be sighted in Malaysia.

Lynas dropped plans to export it back to Australia given the WA govt and greens. It is now up to Lynas to determine in which country they can export and locate a PDF.

To add from the earlier AELB slide/presentation:

(i) Lynas to provide ALL aspects regarding the PDF

(ii) Lynas must submit the plan and location of the PDF regardless of their R&D results where they are able to commercialise, recycle and reuse the residues

(iii) The plan and location of the PDF must be submitted and approved within 10 months from the date of the issuance of the TOL
