When I was involved, short lists were not made public.
Hate to be a downer, but the short-listing is the easiest part (perhaps a 10-20 page document), with anyone with half a brain and meeting the criteria in a broad sense getting selected. They will now need to produce a fully fledged project plan (which is very very time consuming). Then sit before an international panel of experts...and then hope the minister likes it.
With a fund like this, though, it will be politics more technicals that determine the outcome.
